White Hat SEO Methods
The “Good guys” of the SEO world such as Mr Google, keep within the guidelines issued by search engines, and keep content (eg title, body) of their pages relevant.

Since search engines ignore pages that are over-stuffed with keywords, the sparing use and precise choice of them is an art form. A good SEO company will tell you exactly what changes have been done to your website, and why. They may not even apply the modifications themselves, but instead provide a report for your own web developer to apply themselves.

Black Hat SEO Methods
These include unscrupulous methods to improve page rankings, ie pages with text that is invisible to the eye. Black Hat SEOs know their activities they may lead to a client’s site getting banned by search engines, leaving the client wondering why page views drop to zero. But, they've long had their money... and ran.

Which SEO Company to use
Obviously, you should use a White Hat SEO Company, who will tell you exactly what optimisations are being done, and why. They will probably prefer to work with you over a longer period of time, organically growing your page rank, rather than taking a one-time big fee, do some unknown changes then run !
